The Eighteenth Intergovernmental Session of the IOC Sub-Commission for the Caribbean and Adjacent Regions (SC-IOCARIBE-XVIII) took place from 23 to 25 April 2025 in Brazil. The meeting gathered representatives from IOCARIBE Member States, territories, and international and regional organizations to assess progress since 2023 and to set new priorities for the 2025–2027 biennium.
Discussions covered advancements in ocean observation, marine spatial planning, sustainable management, and multi-hazard early warning systems. Participants also addressed strategic challenges, such as budget constraints, and reaffirmed the importance of strengthening regional governance, science-policy interfaces, and collaboration mechanisms under the framework of the IOC Medium-Term Strategy.
A central focus was the implementation of the UN Decade of Ocean Science for Sustainable Development in the Tropical Americas and Caribbean. The launch of the regional Ocean Decade Roadmap and the establishment of a Decade Coordination Office at IOCARIBE marked key milestones. Significant regional contributions were also noted in areas like harmful algal blooms, ocean acidification, and sargassum monitoring.
The session concluded with the adoption of fourteen strategic recommendations and the election of new members to the Sub-Commission’s Board of Officers. Participants emphasized the need for greater investment in capacity development, equitable access to ocean science, and stronger partnerships to ensure sustainable ocean governance in the region.
La Decimoctava Sesión Intergubernamental de la Subcomisión COI para el Caribe y las Regiones Adyacentes (SC-IOCARIBE-XVIII) se celebró del 23 al 25 de abril de 2025 en Brasil. El encuentro reunió a representantes de Estados Miembros, territorios y organizaciones internacionales y regionales para evaluar los avances desde 2023 y definir nuevas prioridades para el bienio 2025–2027.
Durante la sesión se abordaron los avances en observación oceánica, planificación espacial marina, gestión sostenible y sistemas de alerta temprana multiamenaza. Asimismo, se discutieron desafíos estratégicos como las restricciones presupuestarias y se reafirmó la importancia de fortalecer la gobernanza regional, la articulación ciencia-política y los mecanismos de colaboración en el marco de la Estrategia a Mediano Plazo de la COI.
Uno de los ejes centrales fue la implementación de la Década de las Ciencias Oceánicas para el Desarrollo Sostenible en las Américas Tropicales y el Caribe. Se presentaron avances clave como el lanzamiento de la Hoja de Ruta Regional y el establecimiento de una Oficina de Coordinación de la Década en IOCARIBE. También se destacaron contribuciones regionales en áreas como floraciones algales nocivas, acidificación oceánica y monitoreo del sargazo.
La sesión concluyó con la adopción de catorce recomendaciones estratégicas y la elección de nuevos miembros de la Junta Directiva de la Subcomisión. Se hizo un llamado a incrementar la inversión en desarrollo de capacidades, asegurar un acceso equitativo a la ciencia oceánica y fortalecer las alianzas para una gobernanza sostenible del océano en la región.
