MAN-IX/Doc.1.2(1) Provisional Agenda - 1.1 - Opening
The ninth session of the Management Committee of the Joint WMO/IOC Technical Commission for Oceanography and Marine Meteorology (JCOMM) will open at 0930 hours on Tuesday, 13 September 2011, in the conference room 7L of the WMO headquarters building, Geneva, Switzerland. The co-presidents of JCOMM will chair the session. - 1.2 - Adoption of the Agenda
The Committee will be invited to adopt the agenda for the session based on the provisional agenda prepared by the Secretariat.
The Committee will be reminded that the focus during this session will be given to the preparation of JCOMM-IV, in particular, to documenting the achievements and future priorities of the Commission. Each Programme Area Coordinator and Activity Leader will be requested to introduce an outline of the reports to JCOMM-IV that are under his/her responsibility. The Committee will be urged to keep their reporting to a minimum, focussing on key strategic issues and actions requiring input from the whole Committee to the preparation of JCOMM-IV. - 1.3 - Working Arrangements
The Committee will agree its hours of work and other practical session arrangements. The Secretariat will introduce meeting documents, which are available on the JCOMM web page, as well as other information. The documentation, and the meeting itself, will be in English only.
The co-presidents or any other members of the Committee may request the consideration of additional issues. In that case, they are requested to prepare the relevant documentation and submit it to the Secretariat in due time. In addition, a few sub-items requiring a separate discussion may be identified during the session.
MAN-IX/Doc.1.3 Provisional Timetable - 2 - Reports by Co-Presidents and Secretariats
The co-presidents will present a report on their activities in support of JCOMM since JCOMM-III, as well as any cross-cutting issues not covered under other agenda items. The report will also contain the views of the co-presidents on the conduct of JCOMM-IV, as well as priority issues for the Commission for the coming intersessional period. As part of a general policy in both Organizations, it is expected that the session will comprise no more than 5 working days.
The Secretariats will present a brief report on actions taken since JCOMM-III, based on the Commission’s workplan for the period 2010-2013 (Annex III to the JCOMM-III report), and on planned activities during the remaining intersessional period. Other activities of the WMO and IOC requiring JCOMM contributions will also be addressed. The status of JCOMM-IV preparation will be reported separately under agenda item 6.

MAN-IX/Doc.2.2 Report by Secretariats - 3 - Programme Preparation for JCOMM-IV
- 3.1 - Guidance and Requirements from WMO-IOC Governing Bodies
The outcomes of WMO Cg-XVI and IOC Assembly-XXVI will be reviewed with particular emphasis on future priorities for WMO and IOC, their impacts on JCOMM and its future work programme, as well as specific immediate actions that may need to be initiated, including the corresponding responsibilities and time schedules for such actions.
MAN-IX/Doc.3.1 Guidance and Requirements from WMO-IOC Governing Bodies - 3.2 - Programme Areas: Deliverables, Recommendations and Future Actions
The three Programme Area (PA) Coordinators - Observations, Data management and Services/Forecasting System - will report on the work and achievements in implementing the PA workplans, highlighting issues and opportunities within their PAs that need action or discussion by the Committee. In doing so, each PA Coordinators will introduce an outline of the reports to JCOMM-IV that are under his/her responsibility, for the Committee’s review and guidance, focussing in particular on future priorities, as well as key achievements.
The Committee will be expected to discuss and take action on the issues raised in these reports, and otherwise advise the Coordinators on the further implementation of the work plans during the 9 months remaining to JCOMM-IV. Detailed discussions on some key issues will take place under relevant agenda items 4 and 5.

MAN-IX/Doc.3.2(3) Data Management Programme Area - 3.3 - Cross-Cutting Activities within JCOMM
The Activity Leaders on Satellite Data Requirements, on QMF/QMS, and on Capacity Building will be invited to review achievements and to address future priorities, as well as expected deliverables for JCOMM-IV. Each Activity Leader is requested to introduce an outline of / contributions to the reports to JCOMM-IV under this agenda item, for Committee’s consideration and advice. Issues raised here may be addressed in more detail under subsequent agenda items.
Particular attention will also be given to identify JCOMM’s contribution through cross-cutting activities to the priorities of the parent organizations, such as disaster risk reduction, climate services, and WIGOS/WIS. Based on the discussion, the Committee will comment on and provide input to the outlines of the documents to JCOMM-IV for these cross-cutting issues.
MAN-IX/Doc.3.3 WMO Quality Management Framework - 4 - JCOMM Deliverables and Recommendations associated with Collaborative Programmes, Projects and Activities
- 4.1 - Participation in and Collaboration with WMO Integrated Global Observing System (WIGOS), WMO Information System (WIS) and IOC/IODE Ocean Data Portal (ODP)
The Committee will review the way forward in the implementation of the legacy recommendations by the JCOMM Pilot Project for WIGOS, in close cooperation with the IODE Ocean Data Portal (ODP) and in the light of available resources. The final project report was submitted to WMO Congress-XVI in May 2011 by the WMO Executive Council working Group on WIGOS and WIS. The Committee will be invited to review the related decisions and recommendations by the Congress, and identify follow-up action for JCOMM during the next intersessional period.
MAN-IX/Doc.4.1 WIGOS, WIS and ODP - 4.2 - Maritime Safety Services
The Committee will review progress in implementing JCOMM-III decisions and recommendations with respect to the provision of maritime safety services. The Committee, in particular, will review the status of implementation of the new World Wide Meteorological Warning Service, the new Arctic Metareas, and the implementation of QMS for marine meteorological services, as well as required collaborations between JCOMM Expert Teams (e.g. ETMSS, ETSI, ETWS) and with other international organizations representing users’ interests (e.g., IMO, IHO, OGP).
The Committee will be expected to provide guidance on how JCOMM should support activities relevant to marine accident emergencies, including future work related to radioactive material in the ocean, in view of preparing a proposal to revitalize the Commission’s work in this field, probably through SPA coordination with relevant Organizations such as IAEA and IMO.
MAN-IX/Doc.4.2 Maritime Safety Services - 4.3 - Marine and Coastal Hazards
Under this agenda item, the Committee will be presented with a report on ongoing and planned activities of JCOMM in cooperation with relevant Technical Commissions and programmes, such as the joint JCOMM/CHy project on Coastal Inundation Forecasting Demonstration Project (CIFDP). Considering the emerging requirements for scientific and technical support for natural marine and coastal hazard forecasting and warning, the Committee will be expected to provide guidance on the Commission’s intersessional workplan to enhance its activity in this area, in collaboration with related Commissions and Programmes (i.e. WMO Commission for Hydrology, IOC ICG/Tsunamis)
The Committee will also be informed of the progress of the WMO Storm Surge Watch Scheme (SSWS) and will be invited to advice on JCOMM’s role and contribution to the regional SSWS during the next intersessional period.
MAN-IX/Doc.4.3 Marine and Coastal Hazards - 4.4 - Global Framework for Climate Services (GFCS)
The Committee, based on the decision at the WMO 16th Congress (May 2011) and IOC 26th Assembly (June 2011), will discuss JCOMM’s role in the ongoing development of a Global Framework for Climate Services (GFCS), in collaboration with relevant bodies and programmes. In view of setting a future strategy for JCOMM in addressing the framework, the Committee will be expected to discuss JCOMM elements for climate services (existing and planned) bearing in mind resource issues, and to identify challenges in delivering climate services for coastal and marine communities in both research and operational terms. Subsequently the Committee will be expected to outline a process for JCOMM to determine both technical and user requirements for climate services under the GFCS.
MAN-IX/Doc.4.4 Global Framework for Climate Change - 4.5 - Deliverables and Recommendations for Scientific and Technical Development
The Committee will review JCOMM activities and contributions with regard to scientific and technical developments, including pilot projects, with a view to identifying deliverables for JCOMM-IV, and will address future issues and opportunities of interest to the Commission. The Committee, in particular, should pay attention to identifying JCOMM’s role to producing deliveries from scientific and technical developments, to be reflected in the Commission’s priorities during the next intersessional period.
The Committee will discuss JCOMM input to the WMO/CBS Rolling Review of Requirements as well as satellite data requirements, and will explore ways to extend such types of review to ocean variables in order to take them into account in the intersessional PA workplans.
MAN-IX/Doc.4.5 Deliverables and Recommendations for Scientific and Technical Developments - 4.6 - Support for Technology Transfer and Capacity Development
Based on the reports by Activity Leaders on Capacity Building, the relevant parts in the Programme Area reports, and WMO-IOC strategies and principles for capacity building, the Committee will discuss and prepare outlines for the report to JCOMM-IV on these particular issues. The Committee will particularly address future directions and scope of activities to assist national agencies to develop staff with appropriate competencies in marine meteorology and oceanography, in cooperation with the WMO Education and Training Programme (ETRP).
The Committee will then review the status of manuals, guides, standards and best practices related to ocean observations, data management and services (e.g. JCOMM guidance documents, IOC-WMO publications), and provide advice on the relevant draft recommendations to JCOMM-IV as well as on planned actions by the PAs and Expert Teams during the next intersessional period, as appropriate.
MAN-IX/Doc.4.6 Support for Technology Transfer and Capacity Development - 5 - Strategic and Structural Issues for JCOMM-IV
- 5.1 - JCOMM Structure and related management issues
The Committee will review the overall JCOMM structure agreed at JCOMM-III, and develop proposals for modifications of the structure and working methods of JCOMM, if any are required. Consideration should be paid to; 1) addressing new priority tasks effectively, as well as maintaining key ongoing programme activities, and; 2) making efficient use of available resources to meet the requirements of the Members/Member States. In view of the shortness of the current intersessional period, and bearing in mind that the current teams and groups are working as effectively as could be hoped for, the Committee will consider proposing minimal changes to the existing structure and personnel. PA Coordinators should bear this in mind when proposing such changes.
The Committee will discuss and decide on the required meetings, at least for the Management Committee and Programme Coordination Group meetings during the coming intersessional period, taking into account the resources available at WMO and IOC Secretariats and identified volunteer contributions. - 5.2 - Personnel for next intersessional period
Under this agenda item, the Committee will develop proposals for modifications of the Committee’s and Expert Teams’ Terms of Reference and membership based on the Programme Areas structure and sub-structure agreed under the agenda item 5.1. Again, the Committee will consider only minimum changes necessary for the intersessional priorities. - 5.3 - JCOMM Collaboration with IOC-WMO and External Programmes, Projects, and Regional Bodies
Under this agenda item, the Committee will review the status for its collaboration with specific international and cross-cutting programmes/projects of IOC-WMO as well as of external bodies. In particular, the Committee should develop a proposal to JCOMM-IV to enhance its cooperation with WMO Regional Associations and IOC Regional bodies in support of intersessional implementation.
MAN-IX/Doc.5.3 JCOMM Collaboration with IOC-WMO and External Programmes, Projects and Regional Bodies - 5.4 - JCOMM Strategy and Operating Plan
The Committee, based on the priorities identified in the WMO Strategic Plan and IOC Medium-term Strategy, will discuss JCOMM’s role as a technical body of IOC and WMO. The JCOMM Strategy and Operating Plan will be reviewed and revised as appropriate, in view of submission to JCOMM-IV for the Commission’s approval. - 6 - Logistical preparation for JCOMM-IV
JCOMM-IV is planned to be held in Yeosu, Korea, from 23 to 31 May 2012. Logistical preparations and planning for JCOMM-III will be a major discussion item for the Committee at the present session. Specific issues which will need to be addressed, include the following agenda items. - 6.1 - Agenda, Annotated Agenda and Documentation Plan
Bearing in mind the proposals from the co-presidents under Item 2, the Committee will review the likely major issues to be presented to the Commission for decision and recommendation, based on the discussion under agenda items 2 to 5. The formal agenda, annotated agenda, and outline documentation plan for JCOMM-IV will be agreed by the end of the session. The Committee will also advise on the structure of the documents to be presented to the Commission
MAN-IX/Doc.6.1rev Logistics for JCOMM-IV: Provisional agenda, annotated provisional agenda and documentation plan - 6.2 - Structure of the JCOMM-IV Session
The Committee will agree on the structure of the Commission Session, including the possible events and meetings prior to the formal decision-taking sessions, Working Committees and Plenary. The Committee subsequently agree on the provisional timetable for JCOMM-IV.
Depending on the agreement with and request by the Host Country, the Committee may discuss on the possibility to organize a scientific and technical conference in conjunction with JCOMM-IV, to address its theme, topics and expected outcomes. The Committee may also discuss logistical preparations for the technical conference, particularly organizational aspects, financing and other arrangements, and agree on required action items identified during discussions.
MAN-IX/Doc.6.2rev Logistics for JCOMM-IV: Structure of the Session, Documentation and Timetable - 7 - Any other business
The Committee will be invited to raise any additional issue for consideration in the remaining intersessional period, and for preparation of JCOMM-IV. - 8 - Closure of the Session
Based on the results of discussions under preceding agenda items, on the preparations for JCOMM-IV and on the alignment of JCOMM activities, the Committee will consider requirements for further interactions among members through teleconferences during the remainder intersessional period.
The Committee will review, modify as necessary and approve the final report of the meeting.
It is expected that the ninth session of the JCOMM Management Committee will close by 17:00 at the latest on Friday, 16 September 2011.
