- 1 - ORGANIZATION OF THE SESSION
- 1.1 - OPENING OF THE SESSION
Chairman of the Global Sea Level Observing System Group of Experts, Mark Merrifield will open the Eleventh Session at 09:00 on 13 May 2009 in UNESCO Paris, Room XIII. The Executive Secretary IOC, Patricio Bernal, will welcome the participants. - 1.2 - PRACTICAL ARRANGEMENTS
The IOC Technical Secretary for GLOSS, Thorkild Aarup, will outline the arrangements for the conduct of the session. He will briefly review the List of Documents and the Timetable. - 1.3 - ADOPTION OF THE AGENDA
The Chairman will present the Agenda for the session. - 10 - REVIEW AND ADOPTION OF THE DRAFT GLOSS IMPLEMENTATION PLAN (Merrifield)
Mark Merrifield will present the draft GLOSS Implementation Plan. The Group of Experts will be invited to discuss, with a view to adopting at the present session, its next Implementation Plan. - 11 - REVIEW AND ADOPT GLOSS MANUAL ON QUALITY CONTROL OF SEA LEVEL DATA (Rickards and co-authors)
Lesley Rickards, on behalf of her co-authors and herself, will present the draft Manual on Quality Control of Sea Level Data. The Group of Experts will be invited to discuss, with a view to adopting at the present session, the Manual on Quality Control of Sea Level Data.
GLOSS QC Manual (Draft) GLOSS GE XI 2009 - 12 - OVERVIEW OF SEA LEVEL PRODUCTS ON the WEB (Szabados, Mitchell, Perez)
Mike Szabados (NOAA/NOS, USA), Bill Mitchell (BoM, Australia) and Begoña Pérez will provide an overview on the sea level products now available on the Web. The Group of Experts will be invited to comment briefly on their reports and provide additional information, as appropriate. - 13 - UPDATES ON Regional and NATIONAL SEA LEVEL ACTIVITIES
Regional and National reports describing sea level activities and developments in the sea level networks will be presented.

Gary Mitchum will report on the links between GLOSS and the JASON-2 Science Working Team/Alt-Cal. - 14.5 - GLOSS and IHO
Steve Shipman (IHO) will report on the links between GLOSS and the International Hydrographic Organization (IHO). - 14.6 - GLOSS and ACRE
Philip Woodworth (PSMSL, UK) will report on the links between GLOSS and the Atmospheric Circulation Reconstructions over the Earth (ACRE) - 15 - ISSUES OR ACTIONS FOR JCOMM III
Mark Merrifield will introduce this item. He will outline any issues that the Group of Experts may submit to JCOMM for its consideration and response, or actions that the Group of Experts considers JCOMM should undertake. - 16 - TECHNICAL DEVELOPMENTS

Simon Holgate will outline recent developments in the field of BGAN-based tide gauges. - 17 - INTERSESSIONAL ACTIONS FOR 2009-2011 (Merrifield)
The Chairman will introduce this item The Group of Experts will be invited to finalize the list of actions it intends to carry out during the period 2009–2011, indicating the persons/institutions invited to implement and/or oversee, as appropriate. - 18 - ANY OTHER BUSINESS
The Group of Experts will be invited to address any other business it has been duly notified of in advance of the present session and which it considers relevant and urgent in respect of its work under its current mandate, as appropriate. - 19 - DATE AND PLACE OF THE NEXT SESSION
The Group of Experts will be invited to decide the place and dates of its Twelfth Session. - 2 - REVIEW OF GLOSS ACTIVITIES AND STATUS FOR ACTIONS FROM GE X
The Chairman will review the Group of Experts' intersessional activities, in general, and the implementation of the GLOSS Actions agreed at its Tenth Session (5–8 June 2007), in particular. The Technical Secretary will provide additional information, as appropriate. The Group of Experts will be invited to comment on the Chairman's review.

- 3.1 - REVIEW OF GLOSS CORE NETWORK STATUS (LOW FREQUENCY & HIGH FREQUENCY, DELAYED MODE AND FAST MODES, WITH REPORTS FROM PSMSL AND UHSLC
Lesley Rickards (BODC, UK) will report on the intersessional activities of the Permanent Service for Mean Sea Level (PSMSL, UK), and Mark Merrifield (UHSLC, USA) will report on the intersessional activities of the University of Hawaii Mean Sea Level Center. The Group of Experts will be invited to comment briefly on their reports and provide additional information, as appropriate.

PSMSL Report GLOSS GE XI 2009 - 3.2 - REVIEW OF Collocated and Nearly-collocated CGPS stations
Guy Wöppelmann (University of La Rochelle, France) and Tilo Schöne (GFZ, Germany) will review the status of the GLOSS stations collocated or nearly collocated with CGPS stations The Group of Experts will be invited to comment briefly on their reviews and provide additional information on these stations, as appropriate. - 4 - REPORT FROM THE WORKSHOP ON PRECISION OBSERVATIONS OF VERTICAL LAND MOTION AT TIDE GAUGES, 11-12 MAY 2009
Gary Mitchum (University of South Florida, USA), Tilo Schöne and Guy Wöppelmann will provide a short report on the Workshop and the recommended actions. The Group of Experts will be invited to comment briefly on the report and provide additional information, as appropriate. - 5 - SUMMARY OF RECENT RESEARCH BASED ON TIDE GAUGE OBSERVATIONS
Svetlana Jevrejeva (POL, UK), Simon Holgate (POL, UK) and Gary Mitchum will each provide a short report on recent research exploiting tide gauge observations. The Group of Experts will be invited to comment briefly on their reports and/or provide additional information, as appropriate. - 6 - WARNING SYSTEMS
- 6.1 - WORKING GROUP ON TSUNAMIS AND OTHER HAZARDS RELATED TO SEA-LEVEL WARNING AND MITIGATION SYSTEMS (TOWS-WG)
The Co-chairman of the TOWS-WG, François Gérard (MEEDDAT, France), will inform the Group of Experts on the activities of the Working Group and action items pertaining to GLOSS. The Group of Experts will be invited to comment on François Gérard 's report. - 7 - UPDATES ON REGIONAL SEA LEVEL NETWORK DEVELOPMENTS INCLUDING COORDINATION WITH TSUNAMI WARNING SYSTEMS
Representatives of the sea level Working Groups under the four IOC Intergovernmental Coordination Groups (ICGs) for the Tsunami Warning Systems (Indian Ocean, Pacific Ocean, Caribbean, NE Atlantic and Mediterranean) will present this item. The Group of Experts will be invited to comment briefly on their reports and provide additional information and/or advice, as appropriate. - 7.1 - Indian Ocean
Parluhutan Manurung (BAKOSURTANAL, Indonesia) will report on developments in the Indian Ocean with respect to sea level networks and warning systems. - 7.2 - Pacific Ocean
Rick Bailey (BoM, Australia) and Mark Merrifield will report on developments in the Pacific Ocean with respect to sea level networks and warning systems. - 7.3 - Caribbean
Christa von Hildebrandt (PRSN, Puerto Rico) will report on developments in the Caribbean region with respect to sea level networks and warning systems.
ICG/Caribe-EWS Report - 7.4 - NE Atlantic & Mediterranean
Begoña Pérez (OPPE, Spain) will report on developments in the NE Atlantic & Mediterranean region with respect to sea level networks and warning systems. - 8 - REAL-TIME NETWORK: REPORT FROM THE SEA LEVEL STATION MONITORING FACILITY
Francisco Hernández (VLIZ, Belgium) will report on the development of the IOC Sea Level Station Monitoring Facility. The Group of Experts will be invited to comment briefly on his report and provide additional information and/or advice, as appropriate - 9 - The FUTURE ROLE OF GLOSS IN REGARDS TO TSUNAMI/HAZARD MONITORING
Mark Merrifield and François Gérard will outline their views on the role of GLOSS with respect to tsunami and hazard monitoring, and eventual coordination with tsunami and other ocean hazard warning systems involving sea level observations and data. The Group of Experts will be invited to comment on their views and provide additional information, as appropriate. It will also be expected to define its role in this regard.
