Mike Johnson, OCG Coordinator, presented his background report as discussed at the recent JCOMM Management Committee meeting (MAN-IV, Paris, February 2005), and highlighted important topics for the OCG to bring to the upcoming JCOMM-II session (to be held in Halifax, 19-27 September 2005): The OPA work plan for the next four years should be based on the ocean chapter of the GCOS Implementation Plan (GCOS-92), pages 56-84. The OPA should coordinate with the global marine hazard warning system, including that for tsunamis, for implementation efficiencies. JCOMM-II should adopt the new JCOMMOPS Terms of Reference to include extended support for SOT coordination. JCOMM-II should establish a JCOMM Trust Fund for procurement of expendables. The informal OCG session discussed and agreed with the Coordinators report, and made the following additional points: As a major contribution to the Global Earth Observation System of Systems (GEOSS), JCOMM stands ready to provide the ocean observations, services and related data management necessary to implement the global module of the Global Ocean Observing System, as well as the ocean module of GCOS, as documented by the GCOS-92. JCOMM can establish standards and best practices to provide a global reference network. This will provide a useful interface with coastal systems world-wide. Need to undertake a program of review and dissemination of catalogues of WMO and IOC technical references (standards and best practices) and revise as needed for easy access by coastal systems. The second session of the JCOMM Management Committee (MAN-II) in 2003 tasked the OCG to consider the need of specialized group(s) to look at both currents and waves. The informal group did not feel it necessary to establish a new team for either waves or currents. The existing SPA Expert Team on Waves and Storm Surges is adequate, with the OCG offer to assist by providing platforms of opportunity to support SPA pilot projects as they may develop. For currents, analyses are being developed and produced by several national centers, and thus no new team is recommended at this time. Acknowledgment that the different observing components are progressing well (significant accomplishments of DBCP, SOT and GLOSS); also the liaison with OceanSites, Argo and IOOCP is very positive and is to be continued (e.g, representation at OCG meetings). Commend the extraordinary coverage of the Argo programme. Emphasis of the critical role of ocean satellites (e.g., to identify gaps and to recommend ways of strengthening coordination) Need to improve communication and interactions across JCOMM. Specifically OCG seeks feedback from the Services Programe Area. In addition, cross-pollination during team meeting from representatives from other PAs is highly desirable. Celebrate the upcoming launching of drifter #1250 immediately before JCOMM-II (Halifax harbour, September 2005)! With this deployment, the global drifting buoy array achieved its design goal of 1250 data buoys in sustained service, becoming the first component of GOOS to be fully implemented. This milestone also represented the first element of the Global Earth Observation System of Systems (GEOSS) to be completed. Remind MAN that the commercial maritime industry provides the critical backbone of the observing system, and how important it is to acknowledge the essential ongoing contribution of these partners. Recognize importance of the VOS Scheme, in particular the support from the commercial maritime community and the deployment opportunities for drifting buoys and profiling floats. Need to strengthen national commitments to the VOS Scheme.
