The Team is invited to review their Terms of Reference (ToR) and membership for possible recommendations to the upcoming JCOMM-III Session.  ACTION PROPOSED The Expert Team on Marine Climatology is invited to: Review the general membership and the Terms of Reference (ToR) of the team and the component panels; Make recommendations on their amendment to JCOMM-III, as appropriate. JCOMM, at its First Session (JCOMM-I, Akureyri, Iceland, June 2001), established the Expert Team on Marine Climatology (ET-MC) by adopting Resolution 4 (JCOMM-I). JCOMM-II (Halifax, Canada, September 2005) renewed the ET-MC by its adoption of Resolution 4 (JCOMM-II). The Terms of Reference (ToR) and membership of the Team are provided Appendix A of this document. 2. The ET-MC succeeded the Subgroup on Marine Climatology (SGMC), which was originally established as the Working Group on Marine Climatology at the Second Session of the Commission for Marine Meteorology. Appendix B of this document includes the Terms of Reference (ToR) of the SGMC, which was established by the Twelfth Session of CMM (CMM-XII, Havana, Cuba, March 1997), as reference. Action proposed 3. The Meeting is invited to review the Terms of Reference of the Team, and its membership, and to make recommendations for their amendment, as appropriate. Recommendations would then be submitted to the upcoming Data Management Coordination Group, the Management Committee, and JCOMM-III sessions. _____________ Appendices: 2 APPENDIX A Terms Of Reference of the JCOMM Expert Team on Marine Climatology Below is an excerpt from the Annex to Resolution 4 (JCOMM-II), Terms of Reference and General Membership of the Coordination Group and Expert Teams of the Data Management Programme Area. Expert Team on Marine Climatology Terms of Reference The Expert Team on Marine Climatology, in close collaboration with the IODE, GOOS, GCOS, CCl and CBS subsidiary bodies and related experts, shall: Determine procedures and principles for the development and management of global and regional oceanographic and marine meteorological climatological datasets; Review and assess the climatological elements of the Commission, including the operation of the MCSS and the GCCs, and the development of required oceanographic and marine meteorological products; Review the GOOS and GCOS requirements for climatological datasets, taking account of the need for quality and integration; Develop procedures and standards for data assembly and the creation of climatological datasets, including the establishment of dedicated facilities and centres; Collaborate and liaise with other groups as needed to ensure access to expertise and ensure appropriate coordination; Keep under review and update, as necessary, relevant technical publications in the area of oceanographic and marine meteorological climatologies. General membership The membership is selected to ensure an appropriate range of expertise and to maintain an appropriate geographical representation, and includes: Up to twelve experts, including the Chairperson, selected from Members/Member States, representative of the range of responsibilities of the Expert Team; Additional representatives from the responsible members for the MCSS and GCC, from relevant projects and subsidiary bodies of the IODE, as required, in consultation with the Co-presidents; Representatives of JCOMM Programme Areas and of other expert bodies may be invited, as appropriate, with the concurrence of the co-presidents of JCOMM and with no resource implications to the Commission. APPENDIX B Subgroup on Marine Climatology established by CMM-XII (Havana, 1997) Terms of Reference (a) To continue liaison with, and support for, the WCP and the Commission for Climatology; (b) To maintain and update the Guide to the Applications of Marine Climatology (WMO-No. 781), and to prepare and convene a Workshop on Advances in Marine Climatology; (c) To review and advise on requirements for the exchange of different types of marine climatological data; (d) To review the operations of the marine climatological summaries scheme, including the work of the Global Collecting Centres, and to make recommendations for improvements, as necessary; (e) To review and recommend on formats and quality-control procedures for marine climatological data and data exchange; (f) To review and recommend on, as necessary, the format and contents of the International List of Selected, Supplementary, and Auxiliary Ships (WMO-No. 47); (g) To keep under review developments with Beaufort equivalent scale; (h) To take actions to encourage enhanced contributions to the marine climatological summaries scheme.
