ACTION PROPOSED The Management Committee is invited to: Endorse the JCOMM Capacity Building Principles (Appendix A); To note and endorse the Deliverables and Achievements (Events) (Appendix B) and the Capacity Building Work Plan for the remaining intersessional period (Appendix C) to be presented at JCOMMIII; Consider the recommendation of the Capacity Building Rapporteurs that JCOMM capacity building activities should be the responsibility of the respective Programme Areas and recommend to JCOMM III that the Cross-cutting Team on Capacity Building be abolished; Request JCOMM Programme Areas to contribute to the IOC/IODE Alumni database, a component of Ocean Expert, to track all JCOMM training course participants to better assess the long-term impact of training provided. _____________ Appendices: A. The JCOMM Capacity Building (CB) Rapporteurs met from 16-17 October 2008 to discuss the capacity building strategy for JCOMM, to review the CB achievements for the intersessional period, and to prepare for JCOMM-III. 2. The Rapporteurs defined JCOMM capacity building as any activity that will jointly develop capacity for operational oceanography and marine meteorology. 3. Taking into consideration the existing capacity building strategies of WMO and IOC, the CB Rapporteurs agreed that a supplementary capacity building strategy for JCOMM was not required. To further disseminate JCOMMs policy on capacity building, the Rapporteurs prepared a brief statement of principles for JCOMM capacity building (Appendix A). This statement would be published as a brochure for distribution. 4. The Rapporteurs recommended that all JCOMM CB activities should contribute to the WMO and IOC Expected Results consistent with the WMO Strategic Plan and the IOC Medium-term Strategy, respectively, and should contribute to the development of operational oceanography and marine meteorology. The Rapporteurs proposed that all JCOMM capacity building activities should be the responsibility of the respective Programme Areas and a recommendation be prepared for JCOMM-III that the Cross-cutting Team on Capacity Building be abolished. Considering this recommendation, the Capacity Building Work Plan for the next intersessional period would be the responsibility of the respective Programme Areas and presented in their work plans. 5. As a way of documenting and monitoring JCOMM CB activities, the Rapporteurs recommended the use of the IOC/IODE Alumni database to record all JCOMM CB events and alumni. This will assist in tracking JCOMM training course participants and in assessing the long-term impact of the training provided. 6.
