Objective(s) of the Project: The goal of the LME:Learn Project is to improve global ecosystem-based governance of Large Marine Ecosystems and their coasts by generating knowledge, building capacity, harnessing public and private partners, and supporting south-to-south learning and north-to-north learning. The objectives of LME:Learn during the implementation period (2016-2019) are the following: To establish global and regional network of partners to enhance ecosystem-based management and to provide support for the GEF LME/ICM/MPA/MSP projects to address their needs and incorporate considerations of climate variability and change into their activities. To synthesise and incorporate knowledge into policy-making, capture of best LME governance practices, and development of new methods and tools to enhance the management effectiveness of LMEs and to incorporate ICM, MPAs and climate variability and change including the 5 LME modules. To build capacity and partnerships through twinning and learning exchanges, workshops, and training among LMEs and similar initiatives (e.g., Seascapes). To communicate, disseminate and outreach GEF LME/ICM/MPA/MSP project achievements and lessons learned. 6. Expected outcome (result) of the Project: Outcome 1.1: Enhanced network of partners working to provide consistent management and ecosystem-based methods and technical support to GEF-LME/ICM/MPA/MSP projects. Outcome 1.2: Increased interaction between GEF- LME, MPA, MSP and ICM projects and other marine and coastal initiatives supported by GEF and partner organizations. Outcome 1.3: Increased collaboration and coordination between GEF-LME, ICM, MSP and MPA projects and partners, within the geographic boundaries of LMEs. Outcome 1.4: Progress towards fully integrated ridge to reef ecosystem-based management of freshwater and marine transboundary water systems, based on good governance practices, through increased generation of knowledge and enhanced coordination between GEF-IW surface and LME and ICM projects. Outcome 2.1: GEF LME/ICM/MPA/MSP projects equipped with new tools that incorporate ICM, MPAs and climate variability and change. Outcome 2.2: Innovative approaches captured and available for use by LME, MPA, MSP and ICM practitioners in LME governance. Outcome 2.3: LME/ICM/MPA/MSP projects accessing and using the tools to address the emerging priorities and new requirements for GEF. Outcome 2.4: Facilitate the exchange of experiences between LMEs on data and information management issues, and promote the development of common data management approaches for LME/ICM/MPA/MSP projects. Outcome 3.1: Increased collaboration and learning exchanges South-to-South between the GEF LME, MPA, MSP and ICM projects, and North-to-South and South-to-North partnerships with non-GEF marine and coastal initiatives (e.g. Seascapes) to build capacity and develop training and education materials. Outcome 3.2: GEF LME/ICM/MPA/MSP practitioners trained in new techniques and approaches for ecosystem-based 5-modular assessment, management and governance practices for ecosystem and mitigation of effects of climatic variability and change in LMEs. Outcome 3.3: Increased capacity of GEF LME, ICM, MSP and MPA project staff and practitioners, to address the new ecosystem-based governance priorities in GEF6 built through portfolio learning, partnerships, and training. Outcome 4.1: Communication of results to stakeholders, increased awareness of LME issues and engagement in networks through global and regional LME /COPs Outcome 4.2: Strategy developed for showcasing LME and ICM assessment and governance best practices among project partners, stakeholders, resource managers, broader scientific community, government representatives, private companies, universities, schools and the public. Activities implemented between April 2015 and March 2017 The GEF LME:LEARN project commenced implementation following an inception workshop and first project steering committee, conducted in UNESCO during March 2016. The project delivered its most visible output, namely, the 18th Annual Large Marine Ecosystem Consultation Meeting in December. The meeting featured a record-setting 128 participants from 52 different countries and 68 organizations (53% international organizations, 20% government/regulatory body, 12% educational/academic, 8% NGO, 4% private sector and 4% other). The LME Meeting also featured the launch of 3 project working groups, including 12-20 portfolio representative members, on data and information management, ecosystem-based management and governance, each of which will deliver programmatic support to the portfolio in those areas. The project sponsored an organized a session at the Sustainable Ocean Summit featuring 4 GEF supported projects, to foster deeper partnership with the private sector. The project embarked on the development of a new database to capture ongoing work (and training opportunities) with regard to the different types of afore-mentioned projects. A survey was initiated and sent to 100s of stakeholders with as a result a set of 50-odd database fields to be included in the final design. Through the working groups, scoping began on a total of 7 programmatic toolkits (on governance, LME approach, marine spatial planning and other topics). The project also initiated preparations and the commensurate negotiations for a large conference on conference on ecosystem management and ocean governance to help integrate the work of LMEs, Regional Seas and Fisheries management. The project coordination unit was established with 2 project staff and a consultant brought on to implement project activities. Significant time in this initial phase of project implementation is devoted to procurement, with contracts being issued to 2 project partners, with 1 outstanding. 10. Problems experienced during April 2015-March 2017 and measures taken: None 11. Results achieved between April 2015 and March 2017: The project has directly contributed to reinforcing member state institutional capacities to protect and sustainably manage ocean and coastal resources. In the reporting period, this was most directly achieved by trainings and experience-sharing delivered through the LME18 meeting. Well over 100 practitioners or scientists can utilize the experience-sharing or training to support national authorities. Through the planning for three regional networks (Africa, Asia and Latina America and Caribbean) the project will be supporting south-south and north-south cooperation on capacity-building in the region. The capacity-building will be underpinned by planned regional training workshops, twinning, collaboration opportunities and other means. The project catalyzed for the first time, participation of projects focused on marine protected areas, coastal management, marine spatial planning and fisheries, a signature purpose of the LME:LEARN project, to coordinate better with the overlaying large marine ecosystem projects. 12.
