Introductory remarks to a Capacity Building Concept Capacity building starts to draw the overall attention it deserves at all levels in international cooperation. The goal of GEOSS is to contribute to the dissemination of knowledge and to help our partners in increasing their expertise and competence. The concept shall act to introduce an orientation framework for all kinds of Capacity Building rendered within the GEOSS program. It aims to help to reach for a common understanding among the scientists of GEOSS and their partners of the characteristics of successful capacity development. Capacity building is according to many studies made worldwide: important but difficult. The general question is raised: What is capacity building what is not capacity building. Capacity building is often reduced to the questions: How many participants have been sent to a training, a seminar or a workshop? How long was this training and who where the lectures and moderators? What kind of topics have been addressed? This is not capacity building (CP). In many papers Capacity building is defined as training, advisory services or any kind of technology transfer rendered to an individual to improve his/her capacity, while an improvement of institutions is often also named institutions building. But according to the broad range of capacity building applications given to individuals to increase either their technical capacity but also to strengthen their managerial abilities it would be better to re-define/re-name Capacity building to Capacity development. Then focus is including institutional building aspects. For the purpose of GEOSS, Capacity Development is increase in institutional and individual knowledge and managerial competence. thus integrating capacity building and the institution building. Capacity development in general is a technical means to increase the capacity of a single person, a group of persons or an institution in a way that he, she or it, is capable to improve to the services by him or it to be rendered in all fields (he/she/it) is mandated for or commissioned with. It furthermore comprises all kinds of institutional development from its strategy to its system and structure in order to increase an institutions capacity to full fill its obligations (commitment) and to deliver required services against its aspirations. It not only deals with technical matter, scientific transfer of knowledge, it also comprises an improvement of the competence to plan, manage and assess projects their respective achievements. Capacity development shall be oriented of the overall concept of sustainable development. CP has to become part of the internal institutional (capacity) development systems. Investing in the people and systems makes products and services better. But many organizations still feel that it is effective to invest in projects that creates tangible hand-on results than in soft skills like CD. CD shall define its role also to lower the barrier for introduction and implementation of soft skills like CD. For this decision making structures have to be convinced that every singles Dollar invested in CD repays many times. CD shall not be confined to a transfer of technology only. It rather shall become dialog forum and thus a steady implemented tool for a change management. GEOSS - Capacity Building Concept on Performance Indicators for Capacity Building (CB) Activities Introductary remarks We have to distinguish between capacity development/building and capacity development assessment The task of GEO-CB is to assess CB processes undertaken by the other GEO activities Capacity development assessment is a) auditing and b) lessons learnt Capacity development assessment starts far before CB itself begins Indicators have to be clear, independent and measurable Every project has to run under the same process Every project has to have a goal, milestones, risk assessment, final evaluation Lessons learnt Sanctioning of non-compliance CB is a cross-cut ting task; not a task by itself ----------------------------------------------------------------------------------------------------------------- System used in Germany Overall goal of GEOSS GEO-data support regional and local development Geo data is vital to reduce economic and social losses CB-Program goal: CB is integral part of GEO sectoral programs Indicators: Training and capacity development within the sectors (health, architecture, disaster..) of GEO is organized according guidelines introduced by GEO-CB unit. CB-unit performs its task transparent, independent and non-discreminantory. Activities Result 1 CB-unit works out a concept for capacity building; defining role, mandate and aim of capacity building within GEO Indicators: Concept available before actual CB programs start Concept shall comprise definition of role, mandate and responsibilities, amount of CB within each sector, CB rendering organizations to be involved, structure of CB-plan, concept for evaluation of CB achievements Result 2 CB-unit works out guidelines and get approved for CB activities Indicators: Draft of guidelines available until March 2008 Guidelines approved by (whom ??) by June 2008 Guidelines are to be reviewed every 2 years (see protocol of approval by .whom ??) Result 3 CB-unit assists GEO sector activities in carrying out CB acc. to their specifications Indicators: CB organized in accordance with sector .project plan 25 CB activities carried out acc. plan CB rendered was evaluated on CB achievements acc. evaluation concept. Result 4 CB units sustainably established with sectoral partner organizations Indicators: CB units installed CB-units works independently Capacity in partner organizations increased by x-times in y-time Results 5 CB activities successfully carried out Indicator: CB achievement were evaluated acc.
