Purpose This document addresses the key scientific & technical objectives of each group. It is an unofficial document primarily designed to provide guidance to those concerned with the scope of GOV and ET-OOFS. It does not provide guidance on, e.g., funding arrangements of the two groups. The objectives of GOV focus on the scientific challenges associated with operational oceanography and coordination with the research community. The objectives of JCOMM ET-OOFS focus on support and coordination for agencies and systems delivering ocean forecasting and related services Together, the two teams aim to enhance the societal benefits from operational ocean forecasting through coordinated efforts. The subsequent paragraphs present a summary only. For further details see relevant documentation of GOV and ET-OOFS. GODAE OceanView GOV will focus on the development of global (physical) ocean forecasting systems for operational implementation. The activities on which GOVST will focus are assessments of the performance of and development of improvements to the components of the forecasting systems; initiatives aiming to exploit the forecasting systems for greater societal benefit; evaluations of the dependence of the forecasting systems and societal benefits on the components of the observation system. The first task will involve inter-comparisons between systems when appropriate and consider all aspects of the forecasting systems (e.g. model formulation and resolution, data assimilation and quality control). The second task will involve the development of downstream services (in collaboration with the JCOMM Expert Team on Operational Ocean Forecasting Systems); collaborations with coastal systems and ecosystem experts; and is likely to include development of coupled forecasting and seamless prediction. The third task will support the first two tasks and should aim to provide scientific evidence for use in the design and advocacy of the global observation system. To address above tasks, GOV will establish specific task teams in support of its objectives: Intercomparison and Validation Task Team Observing System Evaluation Task Team Coastal Ocean and Shelf Seas Task Team Marine Ecosystem Monitoring and Prediction Task Team Under auspices of GOV, members of the task teams are encouraged to collaborate with ET-OOFS. GOV will work with JCOMM (and others, e.g. GSSC and CEOS) to find the most efficient and effective way for GOV to contribute to the prioritisation, advocacy, implementation and exploitation of the GOOS. Guide and initiate actions at an international level that will contribute to the improvement of operational system efficiency, fidelity and service quality 3. Provide advice on OOFS related matters and prepare submissions on the requirements of OOFS members to other international groups (ToR #4, 5 and 6) 4. Manage and promote the adoption of an international standard to support interoperability and the common formatting of ocean forecast products and services. (ToR #2) 5. Promote and facilitate the support for and development and adoption of member agency services to the wider community, particularly recognised special interest groups.
