The report is extremely long at 138 pages but very well structured and presented in a way which makes the information accessible. The length perhaps reflect the multi-dimensional nature of the subject of the Cryosphere. The report is an impressive collection of information on the topic and will undoubtedly represent a milestone and reference document for the relevant communities over time. All the various stages of each process (collecting information, the assimilation of observations, product-generation and utilization, and stewardship) are fully described? Yes. The emphasis, certainly in terms of weight of pages, is very much on observations – and much lighter in terms of data integration etc. Commitments: Details of commitments which are in place, planned, and elements which are lacking? Substantial detail provided parameter by parameter in sections 3-10. Objectives: “Measurable objectives” are addressed? Substantial detail provided - parameter by parameter and higher level (programmatic) milestones identified. 3 phases are proposed in order to better manage the process. Feedback mechanisms to assess success? The following is the extent of the texts, from page 95 of the report: Indicators of success in the near-term include the development of an IPY Polar Snapshot, an augmentation of existing CEOP sites or GTN sites, the initial development of an integrated approach for cryospheric data products, the expansion of research to improve snow water equivalent and solid precipitation estimates from space, the development of Arctic and Antarctic observing systems such as Arctic-HYCOS, and the establishment of an IPY data management structure. In the mid- and long-term, success can be measured by improvements to the assimilation and use of cryospheric data in weather and climate models, the development of a SAR virtual satellite constellation, the augmentation of selected supersites, the recovery of archived data for fundamental climate data records, the digitization and analysis of historic ice charts, a reprocessing of all cryospheric variables with better calibrated satellite data and improved algorithms, the implementation of the P-band microwave concept for ice sheet sounding and permafrost applications, and an expansion of the cryospheric reference network. A formal review and update of the Cryosphere Theme Report should be made every five years. Data and information issues are addressed? Section 11.5 addresses these issues. It is not addressed in anywhere near as much detail as the observations. For example, on data integration CEOP is cited as a good example and the ‘digital globes’ technology is cited as being of interest. But there is no concrete specification or vision of the data and information aspects of the CryOS. An understanding of what will be necessary is presented. Perhaps its unrealistic in this report to expect too much. Delivered to IGOS-P Co-Chairs 5 weeks ahead of review meeting? Yes – received on 16th April. Team leadership specified? Yes – WCRP CLiC and ICSU-SCAR. Other IGOS Partners are cited but there is no short and clear list of the intended team – or of intended participants by name. Roles and responsibilities: between users and providers clearly defined in considerable detail after appropriate consultations. There is considerable discussion within section 12 on the various linkages required – including use of a cryospheric community of practice. It would be useful to hear in presentation a specific response from the team on this point. Resources clearly identified There is no estimate of required resources or specific sources identified for their provision. This is what page 95 has to say: Resources from the IGOS Partners will be sought under the recognition that the cryosphere is an essential element of many of the existing observing programmes, and cuts across many of the existing approved Themes. Resources for implementation are expected to originate from the primary partners, each taking responsibility for deployment of appropriate observing system infrastructure. Once the framework for CryOS implementation actions is established, other funding initiatives by the EC Framework programme or national funding agencies will be explored to allow for active cryospheric research community participation in the establishment of the anticipated global integrated observing system. It is noticeable that the firmer the resourcing plan of past Theme reports, the more rapid the progress – IGACO and Geohazards are excellent examples of Themes which have identified champions, frameworks, and programmes for the supply of required resources and management. There is only a very vague sense from the Cryo report that they have addressed this in any depth. Perhaps this could be a further point to be explored in detail at P-14 (with the team asked to emphasise this in their presentation). Overall – This is an extremely impressive piece of work which explores in detail the capabilities, requirements and gaps for observations of the Cryosphere. It says a lot about what agencies, frameworks, linkages and resources will be required for its implementation – but its hard to extract a clear message of: who exactly will be involved and how they will be resourced.
