Evaluating effectiveness of capacity development in marine sciences

Summary We report on the development of an evaluation framework for the Intergovernmental Oceanographic Commission (IOC) capacity development activities in marine sciences, with attention to the context of small island states. A brief overview of basic indicators of scientific capacity in island states is provided. IOC is undertaking new capacity development activities with focus on leadership of marine institutes, team-building for scientists, proposal writing skills, and decision support tools for the management of the coastal zone. Guidelines being developed for the evaluation of these activities in the context of previous work on monitoring and evaluation are presented. IOC capacity developmentā€™s long-term test of performance will be obsolescence of its activities as presently framed, resulting in Member States building their own capacity, requesting external assistance only when required for those activities that they deem important, from sources that they consider optimum, and at times they consider appropriate. Achieving this stage of self-driven capacity development in marine science institutes will allow capacity development at IOC to progress to the stage of a knowledge management centre for international collaboration between peers.
